News Nation UP Uttarakhand now available on DD FreeDish


New Delhi : News Nation Network launches a news TV channel for UP / Uttarakhand, channel name is News Nation UP Uttarakhand. This channel also available free-to-air on DD-Freedish.

The operation of Uttar Pradesh/Uttarakhand channel will be from two main offices in Lucknow and Dehradun and will also be operated from bureaus in 10 other cities, including Varanasi, Jhansi, Meerut and Agra.

PTI, New Delhi : In an effort to upgrade Prasar Bharati's broadcast infrastructure and network, government today approved proposals worth Rs 3,500 crore for AIR and Doordarshan which include setting up of TV transmitters along the Indo-Nepal border.

The transmitters are also targeted to cover 65 per cent of Nepal’s population. The other schemes approved by the Union cabinet include proposals like expanding Doordarshan's DTH platform and establishing infrastructure for AIR.

The Cabinet committee on economic affairs (CCEA) had approved the proposal of information and broadcasting ministry regarding the 12th Plan scheme of All India Radio (AIR) and Doordarshan “Broadcasting Infrastructure and Network Development."
The CCEA has given its nod to some schemes of the 11th Plan which are at different stages of implementation and also some new schemes, an official statement said.
Under the new schemes, eight television terrestrial transmitters are proposed along the India-Nepal border and these are targeted to cover 65 percent of the population of Nepal, the statement said.
As part of the 11th Plan scheme, the capacity of DD's DTH is being expanded from 59 channels to 97 channels in the 12th Plan, it is proposed to be increased to 250 channels.
Another proposal under the 12th Plan is related to installation of 23 digital terrestrial transmitter (DTTs).

DD Direct Plus doesn't have a brand name anyone remembers before, neither a call centre nor an electronic programming guide and no fancy marketing campaign. Yet in its 10th year, DD Direct Plus, recently renamed DD's Freedish, has become India's largest direct-to-home, or DTH, service. At an estimated 18 million homes, it is bigger than Zee's Dish TV or Tata Sky. DD Freedish reaching all over India via satellite link.

The Rs 1,553-crore state-controlled Prasar Bharati Corporation, which owns the service, has now woken up to its potential. "We will launch 120 channels (an addition of 60 channels) from July 1, 2014, encrypt them and move to the MPEG4 format," says Ranjan Thakur, additional director general, Doordarshan, and the man running DD's Freedish. These changes will mean more capacity and the ability to track its subscribers, something that was not possible so far because the signal was unencrypted. The tracking will help push up the prices channels have to pay to be on board. At around Rs 134 crore in March 2014, DD's Freedish is the smallest entity by value, but has the best margins in the business. Every other DTH player makes a loss (see box). In the next two years, as the service shifts satellites, Thakur reckons DD's Freedish will offer over 250 channels.

DD's Freedish could end up becoming the biggest game-changer in the Rs 40,000-crore Indian television industry. That's because it is the largest and only player in the free-to-air, or FTA, market focused largely on small-town and rural India. "The DD's Freedish household's value is very high because it is equal to a terrestrial household, which is the target for FMCGs, white goods, insurance and other major advertisers. So far the only option to reach these homes was DD, now there are FTA options," says Bharat Ranga, chief content and creative officer, Zee Enterprises. Adds Gaurav Gandhi, COO, Indiacast, Viacom18's distribution arm: "DD's Freedish is very relevant beyond the top 40 towns." And affirms Prasanth Kumar, managing partner, South Asia, central trading group, GroupM, a media buying firm: "If an advertiser is looking at Tier II and III markets, then FTAs are critical."


In 2013, FTAs got 4-9 per cent of the total viewership of television and more than 20 per cent of the Rs 18,000-crore ad money spent on the medium. And this figure has been growing in double digits year-on-year. This explains why more than 30 channels, such as Zee Anmol and Star Utsav, pay between Rs 3.25 crore and Rs 6 crore a year to be on DD's Freedish. "The cost is well worth it," says Ranga.

DD invites bids on two bid basis for hiring of an Agency for e-auction of available channel slots on DD Free Dish  (DD Direct Plus).

The selected agency will be required to:

1. The Service provider should be certified ISO 27001 and takes into account legal or regulatory requirements namely information Technology Act-2000 and Telecom Regulatory Authority of India Act,1997, contractual obligations (e.g. CVC guidelines,) etc, which are deemed necessary for a secure e-auction.

2. The lump sum quote for the financial bid should be for each auction event in a period of one year since there may be few months inwhich there will be no available channels and consequently no need for
 auction.

3. Conduct an e-auction among the channels who are interested in getting placed on the DD Free Dish, DTH platform on monthly basis for a period of One year.

5. Conduct the e-auction within 15 days from the date of receipt of the list of Valid Channel from Doordarshan.

6. Ensure that all the valid channels are provided with online drill one day in advance to make them familiar with the e-auction process.

7. Provide the list of channels with their final quote in the descending order through email to the designated email ID and a hard copy in sealed cover to the designated officer of Doordarshan.

8. Provide the log record of the e-auction conducted by sealed courier/speed post to the designated officer of Doordarshan immediately after the e-auction process.

Doordarshan desire that more than one STB manufactures can sell their STB in Indian market with Doordarshan approved CAS and Firmware so that Doordarshan can count total number of viewers and control look and feel in all STB marketed in India. All software licenses are to be given to Doordarshan on perpetual basis without specifying any time limit or without specifying any end of life of software. Any up-gradation of software will be given to Doordarshan without any additional cost during period of warranty starting from the date of commissioning. The offer shall include supply, installation, testing, commissioning and Operation & Maintenance of Hardware, software Firmware & works related to new registration and reactivation of STBs of the viewers.

Features of conditional access system (CAS):

1. Secure Over The Air (OTA) software down loader to STBs.
(a) Offered CAS system should support Secure over the Air (OTA) software down loader to STBs in Conjunction with the STB and Firmware/Middleware vendors.
(b) A remote secure software download mechanism must be present to update software/ replace security into the STB or smart card (if applicable).
(c) All Conditional Access (CA) messages shall be fully encrypted, including return path communication
(If applicable).
(d) It should not be possible to alter the boot process nor to run pirate software on the STB (or the smartcard, if applicable).

2. CAS System should have unique Hardware ID feature for each STBs which cannot be changed.

6. In order to control bandwidth, security and performance of the platform, priority and duration of broadcast shall be configurable for the different EMM types.
7. The secure path used to send EMM shall allow encrypted data to be sent to STBs for instance to tune on a particular channel or to display a picture or message.
8. Fingerprinting:
a. The finger printing should not be removable by pressing any key on the remote.
b. The fingerprinting should be on the top most layer of video.
c. The location of the finger printing can be set to random or specific location from head end
d. Background and text colour should be changeable
e. Transparency control should be available
